Albany must include “good-cause eviction” once it finally passes the stalled state budget, Rep. Alexandria Ocasio-Cortez and other progressive electeds said at a Wednesday rally in Astoria, Queens.
“Fighting to pass good-cause eviction is essential,” the Democratic congresswoman, who represents a swath of the Bronx and Queens, told a crowd in Athens Square. “We have to push Gov. Hochul to make sure that she includes this in the budget.”
The good-cause evictions bill, first introduced in 2019, would bolster protections for tenants in non-rent regulated apartments by barring landlords from kicking them out without “good cause,” such as failure to pay rent or creating a nuisance.
The legislation also specifies that rent increases greater than either 3% of the previous rental amount or 1.5% of the Consumer Price Index — whichever is higher — would be considered “unreasonable” and not a basis for eviction.

I thought, hey, what is this common-sense coming from these people? Those seem like "good cause" reasons. Then, it was followed immediately by the thought "that can't be the whole story".
Sure enough, the line following it said: "...The legislation also specifies that rent increases greater than either 3% of the previous rental amount or 1.5% of the Consumer Price Index — whichever is higher — would be considered “unreasonable” and not a basis for eviction..." So, if you as a tenant do the calculation of 3% of your previous month's rent and decide not to pay it, you get a de facto rent decrease because you cannot be evicted.

Now we need good-cause tax increases and good-cause budget increases.
“Good cause” is deceiving. You may have a tenant that is paying rent on time but has gone sour (I have one of those now) Used to be good tenants (probably because they were getting a great deal on rent) but when I stated that the rent must go up to market rates, they turned into mini AOCs! All of a sudden citing chapter and verse of LL/Tenant law (which we obey scrupulously). Making up false claims, etc.
You WON’T be able to get those types out if good cause goes through. You won’t be able to just say “let’s end it” with proper notice.
Er, landlords already evict based on “good cause”. Why woul you evict a good tenant who pays their rent?
BINGO! Evictions are the last resort; nowadays after the moratorium, LLs do “cash for keys” literally PAYING the tenant to move. Most evictions are because of non payment of rent. They are outlawing someone who says “your lease is ending on 5/31/23 and we are not renewing” (aka it’s not working out; personality conflict etc) So now the tenant doesn’t have to move and would be a holdover. There’s no way you could get that tenant out. You couldn’t evict them for holding over.
NY City housing is already super expensive and hard-to-find. Let’s make it worse!
Meanwhile...
I wouldn’t pay any of them.
