Doesn't matter if Biden signs it or not. Absent Senate approval, it's un-Constitutional.

Is that malaria doctor from Ethiopia whose first 20 years were spent living under the nasty Communist dictatorship of Mengistu still in charge of things at WHO? He was very much favored by the Communist Chinese, so I wonder if he still has power in WHO?
