South Carolina's McMaster signs South Carolina education scholarships bill

South Carolina Gov. Henry McMaster signed a measure to create scholarships for select elementary and secondary students aimed at covering education expenses so they can attend the school of their choice.

Under S.39, the Educational Scholarship Trust Fund, eligible students — state residents with "a statement of Medicaid eligibility" — can receive scholarships of up to $6,000. They can use the money to cover instructional materials, tutoring, computer hardware, assessments, transportation, tuition and fees.

According to lawmakers, the scholarships will be funded directly from the state budget, and lawmakers said they did not take any money from public school funds to pay for the program.

Why not for all families instead of the program being means tested? EQUITY of course and improving the chances of the inevitable court challenges. That and from recent experience, $6K falls short of the average cost.

We have that in Arizona. No means testing. Form takes five minutes to complete. Total amount is typically above $8K. Since the "average" cost could include VERY expensive private schools, it is best to provide less than the public school cost, so that the expense of the program is still a net positive. Some of the expensive schools still provide scholarships to cover some or all of the difference. AZ also has generous state income tax write-offs for donations to private schools.

I have to agree that the means testing makes this highly objectionable to me..It sounds like a win for the globalists and deep state.. Give tax write offs not this.
