I’m thinking it will be like that French movie Banlieue (District) 13... instead of building walls on the border, they end up building walls around the ghettos to keep them in, with checkpoints to allow the few with productive jobs in and out.
In some places in South America, (Brazil?) arent their walls around the wealthier...with slums on the outside...and you need escorts, pretty much?
