Practically since the founding of the Pakistan state — a country with a multitude of ethnicities that have little love for one another — and now for 75 years, the Pakistan Military ISI intelligence element has played a direct role in the state. For decades it has been involved in narcotics trafficking out of Afghanistan, and it has become a popular assignment for corrupt officers on the make. The CIA knows all about it, as do most European services. They play along because Pakistan’s civilian politicians have historically been as corrupt as the military.
