I know the photo you are referring to but in fairness, he was on a movie set and needed them to establish the proper height for the character he was playing. This is fairly common in the movie business and so I would never ridicule anybody for that, any more than an actor having to wear ridiculous looking clothing on the set in order to play a character.
That said, DeNiro is a horse's ass. In real life.
