That’s a real possibility. I have to guess the employee may have witnessed a lot of thievery and just went postal. Bad decision though.

It's more than just a "possibility" - the social contract between government roles in providing expected services and the citizens are steadily dissolving. Everywhere. Consequently people will get to feeling cornered, frustrated. I can tell you this is just ONE incident that made it into the media. There are many others that don't. There are people who are on a slow burn over the chaos and lawlessness being thrust upon them, having problems with this new normal we all are getting stuck in.
