You folks are missing something(again).

You have to make the lower-level agents pay. The ones who didn’t t have anything to do with this. Let them go. They pay the price and the others will think what it means to follow orders. Hitler’s lieutenants knew what the deal was only afterwards.

Now if only the Japanese kamikaze pilots knew what they were being ordered to do.

Disband the Washington office. There can be a small office in DC but not the HQ. Move them to Kansas.

Not terrible, but here is a more budget friendly idea as senior officials from the FBI do need to come the DC on a regular basis (hearings etc). Build their new HQ in Baltimore within walking distance of either Camden Station or Penn station, whichever has the worse neighborhood. Now make their only allowable per diem for Travel to DC be a commuter ticket on MARC or Amtrak.
