The 1999 Dayton accords didn't recognize Kosovo. Kosovo is a gift to us from George Bush!

The Dayton Accords were 1995, and concerned Bosnia-Hecegovina. The bombing of Serbia ended after the Kumanovo Agreement was signed in June of 1999.

UNSC 1244 provided the framework for the NATO occupation of Kosovo (which continues to this day), but was not implemented. The ethnic Albanian Assembly in Kosovo unilaterally declared independence in 2008. And the US, under Bush, recognized it. Not all countries have recognized it:
