It would be cheaper for NYC to pay $50/night to a homeowner to house a conquistador than to spend hundreds of dollars a night to house the conquistador in a hotel.

No NYC homeowner in their right mind would accept $50/night. They’ll demand the same amount the hotels are getting...especially if they watch the news and are familiar with the damage and destruction caused by the illegals.
