I suspect you are correct. Such an action may be part of a plan. Stores purchase the merchandise from an “approved” seller while knowing it will not sell. Then they “donate” the merchandise for a tax break and take the loss. So in reality, everyone in their circle benefits while a certain narrative is being pushed onto the customer.
