No, “Americans” haven’t a clue about inside-baseball political tropes. Neither does anyone else. “Neocon” as a term began as Soviet-influenced propaganda during the Cold War. It was then picked up by the anti-Republican US Liberal establishment. It’s about as meaningful as “fascist” when used in these arguments.
