That’s why there are amendments
Yes. But the process for every amendment so far starts with 2/3rds of each House of Congress voting to limit their time at the trough. And since advanced age and seniority tend to go hand in hand, even getting such a proposed amendment out of committee is not likely.
Even getting 2/3rds of the states to call for a Convention to propose amendments is a long shot, although much more likely considering that state legislators might be eyeing open seats in Congress.
