The restaurant that the Russians targeted was full of civilians, and various volunteers and aid workers. They may have been targeting them, like the two guys from the Netherlands that give out free french fries to old people near the combat areas.

Looking at videos taken within seconds of the impact I have not seen any military people. All of the soldiers seen later in the video are clearly arriving to help out.
