A lot depends on WHERE you lived. If you were on a busy street, or if there are problem people in the neighborhood, that pushes things upward.

A few years ago while riding the subway in Yokohama/Tokyo, we saw seven or eight 1st & 2nd graders in uniform riding the train to school. No adult supervision. Kids bought their tickets, knew the right station to get off in one of the world’s largest metropolitan areas.
