The former chief investigator for the Department of Education said the agency noticed a "startling" spike in Chinese donations to the University of Pennsylvania after President Joe Biden opened his think tank at the school in 2017.
"It was extraordinary," said Paul Moore, who served as the agency's chief investigative counsel during the Trump administration, in congressional testimony on Thursday. UPenn raked in over $100 million from China-based contributors between 2017 and 2022, the Washington Free Beacon reported earlier this year. This was a substantial increase from the four years prior to 2017, when the school received a total of $19 million.
Moore's testimony comes as UPenn and the Penn Biden Center face scrutiny over the surge in foreign donations, many of them anonymous, that coincided with the think tank's opening and President Joe Biden's election. Watchdog groups have said the funding raises concerns about foreign influence-buying.
UPenn has said that no foreign donations were earmarked for the Penn Biden Center and that the think tank is supported by the school's general budget. But Moore said that foreign contributions to UPenn's general fund could have made their way to the Penn Biden Center indirectly.
"Those funds were co-mingled, and certainly went to the general operations, and may have gone to the Biden Center," he said.
Rep. Jim Banks (R., Ind.) asked Moore if other universities saw similar increases in Chinese funding. Under federal law, schools that receive government support are required to disclose their overseas donations to the Department of Education.
"Not in that time frame. Absolutely not," said Moore, adding that while other schools saw an uptick in China donations, none saw an increase to the same extent as UPenn.
"It was particularly startling to see with UPenn what they had received. That was very notable," he said.
The former Education Department official told the committee that his office declined to investigate the donations because there was no evidence that UPenn was violating any of the agency's laws by accepting the funding.
"Members of Congress wrote to us, urging us to open an investigation," he said. "It would have been a very political thing, inappropriate, frankly, for the office of general counsel."
Several high-profile Biden officials worked at the think tank before joining the administration, including Secretary of State Antony Blinken, who served as the Penn Biden Center's director.
The National Legal and Policy Center, a government watchdog group, has said the donations raise concerns about foreign influence-buying and called on the Department of Education to release the names of the anonymous funders.
"The Department of Education's policy of hiding the identities of foreign entities showering our universities with billions of dollars is promoting a toxic brew of dark money and corruption," Tom Anderson, the director of the center's Government Integrity Project, told the Free Beacon in January.

President Joe Biden addressed the matter of classified documents that were recovered from his private office at the Penn Biden Center for the first time on Tuesday, saying that he was surprised to learn they were there and is cooperating fully with the Justice Department’s review.
“Let me get rid of the easy one first,” Biden began in response to a slew of reporter questions at the North American Leaders Summit in Mexico City. “People know I take classified documents and classified information seriously.”
Biden said his personal attorneys found the classified documents as they were clearing the office.
“They did what they should have done. They immediately called the [National Archives] … turned them over to the Archives, and I was briefed about this discovery and surprised to learn that there were any government records that were taken there to that office,” the president added. “But I don’t know what’s in the documents. My lawyers have not suggested I ask what documents they were.”

The National Archives has admitted that approximately 1,170 pages of records from President Joe Biden’s time as vice president were found at the Penn Biden Center in November 2022, and the agency said it does not have custody of any records discovered at Biden’s homes in Delaware.
The America First Legal Foundation highlighted the revelation Thursday by publishing a letter that the National Archives sent to the conservative legal group in response to a Freedom of Information Act request.
The Archives told the legal group it “must deny your request in full for approximately 1,170 pages” found at the Penn Biden Center in the president’s former office because they are the “subject of an ongoing law enforcement investigation.”
The agency gave the same reasoning for denying America First access to the nine boxes of records found at Biden’s attorney’s office in Boston. It is unclear what documents were included in that cache, but The Associated Press reported last month that it did not appear to include any classified documents.
America First also requested all records found at Biden’s family home or vacation home in Delaware.
“NARA does not have physical custody of any Vice Presidential records retrieved from these locations. Because we lack custody of the records, we cannot respond to your request for these records,” the Archives said.
It is unclear who has custody of any records from Biden’s homes, including multiple classified documents that were found in his Wilmington house.
Classified records have been found in Biden’s possession at least five times since November.

If the label says “Biden,” it was definitely influenced by China. – John Solomon at JustTheNews.com is reporting that The National Legal and Policy Center has asked the U.S. Department of Education to investigate its findings that the University of Pennsylvania (Penn) has over the past several years accepted more than $22 million in anonymous China-originated donations to its Biden Center and failed to properly disclose the contributions.
From Solomon’s report: The complaint, filed by the National Legal and Policy Center, says that over the past three years, the university has (admitted to accepting around) $22 million in anonymous funding from Chinese sources. That’s out of a total of more than $70 million from Chinese donors during that time, the NLPC said.
Those significant funds, including the anonymous amounts, rolled in after the Biden Center opened 2018. The Center is located in downtown Washington, D.C. Federal records show that the University of Pennsylvania has received significant donations from Communist China since the opening of the Biden Center.
One 2018 donation alone totals $14.5 million; it is listed as “anonymous” in federal records. The NLPC alleges the university may have violated federal law in accepting those anonymous monetary donations from Communist China. The Higher Education Act mandates schools report the national origins of any donations above $250,000 although not necessarily the individual names of donors themselves. [End]

Peter Schweizer’s book Red-Handed: How American Elites Get Rich Helping China Win shows how donations from Communist China to the University of Pennsylvania almost tripled after the university established a “Biden Center” in 2017.
As the book lays out, the Biden family has a very extensive business relationship with Chinese Communist Party elites, and those elites were not shy about celebrating Joe Biden’s election in 2020 as a golden opportunity to further develop their influence over American government agencies and institutions.
Three years before Biden was elected president, the University of Pennsylvania made him a professor and established the “Biden Center” to promote his vision of “global leadership” — a vision, Schweizer notes, that viewed Russia as the great looming threat to world peace, but had absolutely nothing negative to say about China.
The Biden Center at the University of Pennsylvania was more than just a website that railed against Russia’s dictator while praising China’s as a treasured partner in globalism. The Center hired people, including Anthony Blinken, who went on to become Biden’s Secretary of State — a role in which he was famously ambushed and curb-stomped by Chinese diplomats during his first bilateral conference with them in March.
Blinken’s work for the Biden Center appears to have left him completely unprepared for China’s emissaries shutting him down with a furious lecture on America’s alleged human rights violations. This should come as no surprise, for as Red-Handed outlines, the financing of the Biden Center was murky, but a great deal of documented Chinese money began flowing to the University of Pennsylvania after it was opened.
