I’m wondering about the punctuation on that.

Though I don’t know much of anything Michigan law to be sure, but it almost seems as though “election law” is some how distributive over the whole phrase as in

“election law forgery”
“election law publishing”
“election law uttering”

or maybe

“election law forgery”
“election law publishing and uttering”

I haven’t seen an indictment, which is the document that would clear that up (as an indictment would have to name the specific laws that were allegedly broken).

I had to go look it up, and wouldn't you know, "uttering and publishing" is a real thing in Michigan:

Uttering and publishing is a felony crime in Michigan that involves the forgery or counterfeiting of important documents and then attempting to pass them off as legitimate.1 It is defined as willfully uttering or publishing a written or printed statement that is false with the intent to injure or defraud someone. To be convicted, the prosecuting attorney must prove that you published a false statement with the intent to injure or defraud someone.2 Possession of five or more counterfeit coins or currency can carry up to life in prison.03 Uttering and publishing is one of the most prevalent felony crimes that is charged in Michigan and can be prosecuted in the Federal Courts under certain circumstances.0
