1. Interim appointments can only be in place for limited periods of time — I think 300 days in most cases. What kind of person is going to accept a position under those limitations? You’re likely going to be limited to retirees, recent high school graduates, and circus clowns.
2. Most executive branch departments have internal succession and replacement protocols written into the law. Once you get through the Deputy and Associate Deputy and senior appointed posts, you end up with someone in an acting cabinet capacity who is a career Swamp bureaucrat anyway.
