Because the Greater Toronto Area keeps doing so. The Canada electoral map looks a lot like its US counterpart: Mostly Conservative across the country but when you drill down, you discern heavy concentrations of Liberals in the GTA and coasts.

Because for all of the British and Canadian talk of our ‘odd’ Electoral College system, neither the Brits or Canucks actually vote for Prime Minister. They vote for the local candidate for Parliament. Which ever party wins a majority of Parliament, gets to name the PM. Because in both nations there are more than two parties on the ballot, the many parties negotiate with each other to form a government. Whichever party can scrape together a majority of Parliament gets to form the government.
