Congress only has the Authority to prohibit the Supreme Court from hearing cases as directed by Congress
Article 3section 2
the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.
And then the supreme court can rule their regulations unconstitutional ?
