That’s a good question, and my recollection is that the “burst pipe’ or even “burst water main” as I recall it being called in the media was downgraded to just an overflowing toilet. When confronted, the election manager then claimed that that having an overflowing toilet was a health hazard, and that was why he ordered everyone to leave.

Someone did a records investigation, surprise, no city work order to unclog or repair the toilet could be found.

At that point, the media got tired of the story... or didn’t like where it was headed, so they dropped it and focused on Ruby, who became the innocent victim of those mean old Republicans.
