A PERSON WHO HAS NO WAY TO PROVE THEIR ID OR LACK OF CRIMINAL BACKGROUND.
A PERSON WHO CANNOT PROVIDE YOUR COMPANY WITH A DRIVING RECORD SO YOU CAN HAVE THEM DRIVING ONE OF YOUR SERVICE VEHICLES.

Have an excellent employment record for several years.
Be employable
Be willing and likely to work
Have a clean background report
Have clean police report
Have someone other than a family member swear in writing that they had known me constantly and currently longer than 5 years and that I was a good person.
Wait 90 days until I received my Alien Registration Card AKA a Green Card before I started to work
Have $1,000 on arrival to pay for my own support until I could work
(The $1,000 would also be used to pay for my plane ticket if I was deported in the 1st 90 days)
be healthy and disease free and get shots
Pay fees
Swear I would not apply for any government assistance, or I would be deported
The English proficiency requirement came when I had to prove I could speak, understand and read and write English to become an American citizen.
However most jobs required English.
