In other words, Comer's committee isn't actually investigating Biden regarding crimes/treason, they just want to see what he did so they can change the rules so it isn't allowed to happen in the future?

I think the Committee is not allowed to request records of a previous administration from NARA unless they can show some legislative purpose.

The dems used the same argument for wanting Trump’s tax returns. “We have a right to see them for legislative reasons”. They need a ‘legislative reason’ to look at Hunter Biden’s (a private citizen) financial records.
