The fact of the matter is that Putin's massively corrupt government and the unofficial bargain he's made with the Russian people to leave them alone while pursuing his delusions of grandeur preclude his ability to muster the resources needed to crush Ukraine. The Ukrainians on the other hand are fighting for their own homes and freedom. It's only now - a year and a half in- that Ukraine is chasing after draft dodgers.
