The end game is to artificially create a Bolshevik vs Proletariat Amerika ripe for revolution by destroying the middle class. One cannot have a revolution of the common people with a strong and upwardly mobile middle class.
Only by creating hopelessness and despair among the people will the masses rise up and overthrow their rulers, ushering in a new government of a communist nature. (They see themselves as the beneficiary of this revolt as the enlightened ones)
