county sheriffs do not have law enforcement responsibility for incorporated cities and townships ... however, such cities and townships can obtain law enforcement services from the county sheriff by specifically contracting with the sheriff for such services by paying a very hefty fee to cover the cost of such services ...

Exactly - or worse, a channel for corruption. If a county has twenty or thirty town police chiefs, all of whom need to raise revenue to build their tiny empires, bad things are going to happen.
