I'd bet the 40% who said they supported reparations are California's white (and black, obviously) population.
Oddly enough, whites make up 35% and blacks make up 5% of California's demographics.
These are the only ones who support it (and, as you said, whites were probably scared to answer any other way).

True. Some of the people don’t like reparations?
Gov.Gavin Newsom and the state legislature can say:
“Who asked you?”
“The Democratic Party currently holds veto-proof supermajorities in both houses of the California State Legislature. The Assembly consists of 62 Democrats and 18 Republicans, while the Senate is composed of 32 Democrats and 8 Republicans.”
The rats will always have the upper hand on race and they will play it.
Reparations are an open bridge too far. We can do something that the democrats can’t counter. Offer $20k to black Americans who were alive before the Civil Rights Act was passed. There aren’t that many. Japanese Americans got that amount. It wasn’t much more than an acknowledgement that internment was wrong. Give them the money and declare the case closed.
Then go to work disassembling the Great Society.
Ask how much would you contribute to reparations? No way 10% say more than $20

I guess that the remaining 40% are black or people of color.
Reparations are a hope for those who were never enslaved.
They have been in a self fulfilling rut of avoiding education and manners.
Keeping hope of a windfall of money, not earned, is a very sad situation in a life full of opportunities.
It sucks to be “them!”
Wikipedia says that as of 2020, whites make up 61% of the population in California.
Could just be a coincidence. Or not.
