Haiti should sell itself as a colony/protectorate to the highest bidder.
50 year contract. Contract winner gets complete operational control of government, police and military, and all profits. Must meet certain GDP growth, development, and health-metrics.
I’m thinking Singapore would be a good fit.
Singapore does not have enough military to pacify Haiti.
They used to have sugar but now their land is worthless. So they have zero value.
Perhaps they some value for tourism. They can attract cruise ships. But they'll have to clean up first.
