And yes, Truman created it. He was duped into thinking that they were a service to collate the information gathering work of the War Department, the Navy intel, Dept of Commerce, State Department, you name it.
The concept was supposed to be a central clearing house for all US Govt departments that gathering information. They were supposed to collate that into a coherent picture for the President.
It was not supposed to be a spy agency and a covert military and assassination branch.
