You make an excellent point. They usually try smaller, incremental things. Most commonly banning scary, looking rifles knowing full well it will take years for those lawsuits to wind their way through the courts. Personally, I think she was looking for some national attention, for some reason, as in that part of the country, no one ever thinks of New Mexico. Most people kind of forget it’s there. Personally, I think she was looking to throw her hat in the ring for some prospective hire office/position, may be in the future Democrat, White House, or maybe even a running mate. Who knows

most likely, she’ll try to illegally allocate NM state monies to pay for the defenses ... the problem is that it’ll cost many tens of millions of dollars because of the number of lawsuits, so that stealing that kind of money will be hard to hide, and most like engender even MORE lawsuits ...
actually, even more likely she’ll realize her only viable move is to withdraw the executive order to try to moot the whole issue ...
how many of them are going to result in a legal decision and how many are going to be dismissed as not having standing or demonstrating harm? How many will be delayed or strung out until after the 30 days and then dismissed as moot?
I'm not saying "don't fight, it's hopeless", I'm saying this is the playbook. When certain politicians get a chance to be tyrants, they take it and dare you to stop them.
