This is assuming that the government is being honest.
I don’t think the government is being honest. Who wants to admit to having messed up enough that 1000 people died?
The number of lawsuits would bankrupt Hawaii.

It doesn’t matter if the government is “honest.” Sooner or later those missing people will be identified by their friends and relatives. There are plenty of conspiracy-oriented websites that would gladly publish the names and other identifying characteristics of every missing person.

The state didn't sound alarms. They actively blocked exit roads. They denied water for firefighting. It was a screw-up from top to bottom.
