No, it is true. You need to acquaint yourself with the facts. The exact words he used on January 19, 2022 were “minor incursion” suggesting that our response would be muted. He gave the clear impression that he was drawing a distinction between a “minor incursion” and an invasion. That shocking statement was broadly seen as “green light” to Russia and met with immediate criticism from Washington to Kiev. So he was forced to walk it back. Regardless of his real intent (Biden is so confused you never know what’s real), the problem was it sent the wrong message to Russia at the wrong time.

You’re completely missing (or evading) the point which is that Biden’s choice of words served to encourage Russia to make their advance. If that wasn’t so than why did so many people (even Kiev) criticize him for saying it?
