Put the kids in a massive orphanage.
Use computer aided instruction to get their math skills up at the pace of each student.
Hire security guards to make sure the students do the work and don’t get in fights and to keep contraband out of the orphanage.

Last school year, Baltimore City Schools received $1.6 billion from taxpayers, the most ever. The district also received $799 million in Covid relief funding from the federal government.Over $2 billion for one city school system. Yet the educcrats scream they don't get enough money. Clearly money is not the problem. But I would also like to know where all the money is going as it clearly does not go to teaching students.
