Thanks, same information & link I read on the M14 forum a few days ago.
What they want is gun registration achieved by "universal background checks" that apply to private sales. The Form 4473 has been rearranged such that page 1 has the details of the firearm and buyer for easy OCR ingest and storage to a database. The prior form had the firearm details on page 3.
