The US sends 100s of millions of dollars to Iraq, which itself is loaded with all sorts of factions doing things we don’t like, but they do not define Iraq.

We even send $800 million a year to Yemen.

Much of aid sent to anyone by anyone is a bribe to keep them out of the influence sphere of someone else.
