Perhaps the trip to South American drug nations was to get payoffs from the drug cartels to allow them to operate in NYC unimpeded?
What South American head of state is going to meet with some US local yokel mayor looking for political photo ops to beam back home unless he is carrying a duffel bag of cash? That’s why Eric is shuffled off to some low level state tour guide functionary looking at buildings out in the cold. Their way of saying “go home, I got better things to do”.

Who is he kidding? He got a free vacation on the taxpayers, while pretending to be concerned about those same taxpayers.
But the food and accomodations were EXCELLENT! on taxpayer’s dime.
