According to John Kirby (White House Comm Director) the cash is available to IRAN, BUT, Trump tied the use of it up Strictly for Humanitarian purposes inside Iran for the Iranian people for humanitarian supplies.

S. Korea hesitated to release any funds for fear of being in violation of sanctions.
It was the Biden admin that provided “waivers” to S. Korea.
I normally don’t like this place but they have “facts” we never hear about, so I do go there to get stuff.
