In most states 13 year old criminals are released to parents for virtually any crime short of murder. “Juvie” is only for serious repeat offenders who’ve accumulated several, often dozens of crimes on their rap sheet. State does not want to have to pay for their incarceration just to keep citizens’ property safe.
