Putin is “eager” for the two-state solution because, in all likelihood, it’s the official policy position of the United Nations going back to 1947, when the Partition Plan for Mandatory Palestine was passed.
The borders of these two states (Israel and a hypothetical Palestinian state) have been subject to constant debate and dispute, but the two-state solution has been advocated by most of the world’s nations going back decades.
