They use human shields because it works. It works because Israel cares more about Gaza citizens than Hamas does.
Israel has to ignore the human shields so they will no longer have as much value to Hamas.

In footage released by the rescue service, youngsters as well as adults and elderly people are seen throughout the crowded building sat down or laying on mattresses, some with small piles of belongings or clothes hanging on doors.So WGAF?! Compare and contrast with Israeli children and elderly trying to escape Hamas butchers and who were subsequently tortured or butchered or burnt alive.

They had since 2005 to make some progress, and while I realize that's barely a tick of the clock in the Middle East, they could have made an effort. And the Israelis would have helped.
