For the Democrats, their policies serve to keep blacks on the bottom of the economic and social rungs of the ladder. Getting a job and moving up in the company? Let's import some cheap labor to replace you and we can lay you off and put you back on the bottom rung of the ladder where you belong.

Planned Parenthood views it rather differently. For them, the method is not to sabotage the progress of blacks. It is simply to exterminate them if at all possible. These measures are intended to do exactly that. The other losses (non-black) are simply acceptable collateral damage for the (in their mind) noble racial goal of ridding America of the blacks.
