So-called “house rules” do not mean the same thing as the US Constitution, after all.
And of course I’d be bothered if a majority of Unipartiers supported the CR, but not surprised.

It is not House rules.
It is GOP conference rules. A MAJORITY OF THE CONFERENCE supported the CR.
Johnson could not deny that majority a vote. THAT would be a violation of the GOP rules. Yup
