I read the first link from the New York Times that you provided.
It says that the Israeli intelligence were aware of Hamas’ plans to attack but Israeli officials dismissed it as aspirational and ignored specific warnings.
It’s hard to discern motives based on what was written. It could be carelessness, incompetence or yes, evil deviousness.
