Those were used by soldiers on an island they invaded, and the Japanese refused to surrender. The tunnels in Gaza have civilians seeking refuge in them.

Not really. The tubes during WWII were used by civilians to escape the Blitz: They were not stocked with weapons that were used to fight Germany; they were not filled with British Tommies gearing up to invade Germany, etc.

How do you know civilians are in the tunnels and are not given a chance to leave?
Flooding with water is much different than blowing up the entrance leaving those inside for eternity. A flood gives the occupants warning, simply put it is not as fast as an explosion. It takes time, time for occupants to surrender or otherwise escape.
To the best of my knowledge, there are no stories out there saying the IDF will not allow anyone to surrender. We do not know what the process is.
This is not a war crime until believable evidence shows it is. Just because the Russians say it is a war crime does not mean it is.
