The regime in power will completely ignore any changes to the law(s) that would limit their open border. Doesn’t matter what law is passed. Worst thing that could happen to them? Eventually a law suit is filed and would take many years to get to the Supreme Court. That assumes it survives as a case that long. Then, even if successful at the Supreme Court, many many years later, if Rats are in power (probable), they still won’t make any changes and will just ignore the ruling because they don’t like it.
