I suspect she did not even write the papers herself, but had them constructed by one or more 3rd parties.
Papers with that many ‘lifted’ and unattributed passages would read clunky. That should have been recognized by her Doctoral adviser(s) and certainly by the Doctoral oral committee. The adviser(s) and committee are complicit.
Her entire academic record should be under scrutiny. If she cheated on the Ph.D, she likely cheated on the Master’s and on the Bachelor’s and classwork involved in those.
