Maybe...maybe not. It applies to all non-EU citizens,not just Brits. But OTOH you'd think they might have special rules for Brits given their proximity to mainland Europe and other factors. The US and Canada have agreements making it easier for their citizens to travel from one to the other so it's not unprecedented.
So it could be punishment...to a degree.

I’m going to say that it’s punishment by the process. Britain wanted to be a separate nation, so by golly, it will be treated as a separate nation and all t’s will be crossed and i’s dotted to ensure that it would be treated as a different nation.
