My Dad and his family (Dad was three years old) legally arrived at Ellis Island in 1927. They didn’t get a dime of government support. Not one dime. Then Kennedy et al passed the Immigration Act just 38 years later and effed everything up.

As you say, in the past, there was no government social welfare for immigrants. There was more direct community aid - Irish communities provided charity for newcomers - so did Italians, etc. Very spartan charity, in most cases. But enough to keep someone going until they were established. A soup kitchen run by Sisters of Charity is very different from governments booking hotels.
