From that story, it appears this was a newly constructed tunnel. In fact, it was still under construction.

The city sent over some cement trucks to seal up the tunnel, and people rioted, vandalizing the trucks. The police came to protect the trucks.

Ten people were arrested, one of whom had tried to pepper spray an officer.

It's clear the rioters were from the local Orthodox Jewish community. For that reason, some Freepers will defend them.
