Tunnels are thing throughout history for many different reasons. Prohibition spurred their development in cities across the US. Maybe this is one of them? That's the case for my city, built in the late 1800's.

I lived in Portland for 25 years and the underground tunnels there were allegedly used for selling workers onto ships as slaves. It’s called “Shanghaii-ing”
